I can understand that the trunk route designation always has meant a ban would be out of the question. That said, a turning area at the foot of the bank would be helpful but already ruled out by NYCC. It would be interesting to see if VOSA action to inspect those vehicles unfit or unsuited to the bank would make a difference. I think it would - simply put, mechanical failure would incur significant financial penalty for the owner / operator and, perhaps, the driver. If the vehicle was simply unsuitable (not up to the task) then the driver would be in the firing line. Money, it would seem, speaks loudly these days and once word got about I am sure incidents would reduce.
