Paying a fine or a year in jail is just not acceptable for a crime like this!! The dog was sadistically dragged behind a car to death. Who next ? Your child ? This person/s should be locked up for good and the key thrown away. This treatment to a dog or any animal for that matter is just not moral nor acceptable. This person or persons,  is the animal in this case not the dog.
