HGV Sutton Bank Information Board

The Traffic Management Group have been working with North Yorkshire County Council Highways department and County Councillor Gareth Dadd on the provision of an HGV Sutton Bank information board.
The information board has now been sited in a north bound lay-by on the A19 just south of Thirsk. The aim of the information board is to advise HGV drivers of the unsuitability of Sutton Bank and to offer alternative routes.
The information board also reiterates that caravans are banned from Sutton Bank.
The Traffic Management Group continues to progress the provision of a Turning Facility on the A170 just before Sutton Bank.

Turning Facility and HGV Information Board

It is nearly 4 years since we started our campaign and your continued support is very much appreciated.
Our original aim to ban HGV’s over 7.5 tonnes was rejected by North Yorkshire County Council due to legal issues in June 2015. Since that time we have been focussing on the Turning Facility and an HGV Sutton Bank Information Board.
Discussions are ongoing for the Turning Facility and these will continue to be progressed during 2017.
The HGV Sutton Bank Information Board has been designed, the funding coming from the Locality Budget of County Councillor Gareth Dadd. The Information Board will be positioned on the A19 in a lay-by just south of Thirsk.
We would like to wish you an incident free journey on Sutton Bank during 2017. However, as that will be unlikely for you all, here is a reminder of where to send information about the hold ups or incidents that you see.

Tour de Yorkshire and Turning Facility

Tour de Yorkshire 2016
The Tour de Yorkshire sped through our village and up Sutton Bank on 1 May 2016. Interestingly to ensure there were no HGV blockages on Sutton Bank that day, the organisers decided to close the road between 1000-1600hrs.
As the peloton travelled towards Sutton Bank the commentators started to talk about the number of blockages on Sutton Bank and that HGV’s travel along the A170 at speed to assist them getting up Sutton Bank.
This was unexpected coverage for us but one that we have truly enjoyed.
Turning Facility
We continue to work with North Yorkshire County Council on the Turning Facility and appropriate signage. As with all new initiatives sourcing funds will be a major activity as this work goes on.

Agreement reached on Turning Facility for HGV’s

An agreement has been reached with North Yorkshire County Council, Julia Mulligan the Police and Crime Commissioner and Sutton under Whitestonecliffe Parish Council to work together to build a turning facility for HGV’s.

Government Minister visits Sutton under Whitestonecliffe

In August 2015 the Parish Council invited our local MP Kevin Hollinrake to a meeting to discuss the issues HGVs face on Sutton Bank and the consequential blockages and delays caused. Following this meeting Kevin Hollinrake MP invited Andrew Jones MP, Parliamentary Under Secretary of State at the Department for Transport to meet with the Parish Council directly.
On Monday 11th January, Andrew Jones MP met with the Parish Council and the Traffic Management Group to discuss the issues HGVs face on Sutton Bank. The Police and Crime Commissioner and representatives from North Yorkshire County Council also joined the meeting. As part of the visit, we arranged with local haulier Nick Dodds to take Andrew Jones MP for a drive from Thirsk Auction Mart to the top of Sutton Bank and back to the meeting which was held in the Village Hall.
The next part of the visit was to brief the Minister on the issues that HGVs encounter and suggest some options that should be considered to improve the situation. The Parish Council Chairman delivered a short presentation after which the Minister took the opportunity to clarify points with meeting attendees.
To support our presentation, a package of additional information was provided to all the attendees. Included in the package was a DVD containing videos and photographs of HGV blockages.
The Minister felt that it was important that the A170 remains open to all HGV drivers as it was a strategic route. However, equally important is that HGV drivers are informed about the hazards of Sutton Bank and have the ability to take an appropriate exit route.
A HGV exit route could be provided by a turning facility in the vicinity of Sutton Bank.

Last year the Parish Council received in the region of 80 notifications of HGV blockages on Sutton Bank. This information has been very useful in our discussions with respective authorities to demonstrate the size of the problem. We still wish to collate this information and we need your help to achieve this. We would like to hear of any issues you see or hear about on Sutton Bank. NYCC launch Campaign to educate HGV drivers on the perils of Sutton Bank

We thought you might be interested to know that NYCC Highways have launched a campaign to educate HGV drivers about the issues on driving up Sutton Bank. Below is a link to the article on the Northern Echo web site.
What the article does not mention is that the Parish Council was also given a significant number of leaflets to distribute. We shall be delivering these leaflets to the following service areas Ferrybridge, Wooley Edge and Scotch Corner. In addition we have supplied a large number of leaflets to the Volvo centre on Thirsk Industrial Estate and they in turn will distribute them to other depots.
The photographs in the article were supplied by some local residents following a HGV incident on 15 December 2015.

TRO HGV Sutton Bank Progress Update

Sutton under Whitestonecliffe Parish Council would like to thank you for your ongoing support for our application.
Our TRO document was sent out in March to our local MP’s, County and District Councillors, North Yorkshire Police, Police & Crime Commissioner, Secretary of State for Transport and North Yorkshire County Council Highways Department.
The responsibility of processing our TRO lies with the Highways Department of North Yorkshire County Council.
On June 23 Parish Council representatives and a local haulier met with Highways and North Yorkshire Police to discuss our TRO application. Highways investigations and consultation with North Yorkshire Police have concluded that they are not going to progress our TRO request. An outline of the reasons was given at the meeting which will be communicated to you once we have received the formal response by the end of July.
The Parish Council is clearly very disappointed that this decision was taken without the opportunity for the public and/or other bodies to make representations. We await the full details but DO NOT accept that this is the end of our campaign.
We would like your assistance to keep our campaign alive by encouraging others to sign our on-line petition and if you see any HGV blockages on Sutton Bank please inform the Police by dialling 101.
